North Texas’ former FBI 10 Most Wanted fugitive Cindy Rodriguez-Singh is in custody at the Tarrant County Jail with bond set at $10 million, officials said Thursday.
Rodriguez-Singh is accused of killing of her disabled 6-year-old son, Noel Rodriguez-Alvarez, in Everman, Texas, and then fleeing the United States for India over two years ago, the Star-Telegram previously reported. FBI director Kash Patel announced her apprehension in a post on X Wednesday evening.
Noel is presumed dead, but his remains have not been found. The missing boy had physical and developmental disabilities, and his mother called him “evil” and “possessed by a demon,” Everman police said in 2023.
During a welfare check on March 20, 2023, Rodriguez-Singh told investigators that the child, who had not been seen since the fall of 2022, was living with his biological father in Mexico, police said. Two days later, Cindy, husband Arshdeep Singh, and six other children boarded a flight bound for India and did not return.
Indian authorities located Rodriguez-Singh, and the FBI brought her back to the United States, officials said. Her arrest proves that “justice has no borders,” said R. Joseph Rothrock, special agent in charge of the FBI’s Dallas office.
Rodriguez-Singh faces a Texas state charge of capital murder of a person under 10 years of age and a federal charge of unlawful flight to avoid prosecution.
When asked if local prosecutors made any representations to the Indian government about whether they would seek the death penalty for Rodriguez-Singh, Tarrant County Criminal District Attorney Phil Sorrells said his office has had no contact with the Indian government.
