The day after police officers in Everman tried to check on her developmentally disabled son, Cindy Rodriguez-Singh in March 2023 left the U.S. with her husband and six other children on a flight from DFW Airport to Istanbul.

The family continued on to India.

The FBI on Wednesday announced the arrest of Rodriguez-Singh, who is under capital murder indictment in the killing of 6-year-old Noel Rodriguez-Alvarez, which law enforcement authorities allege occurred in Tarrant County in 2022. The mother was on the FBI’s 10 Most Wanted list.

Indian authorities found Rodriguez-Singh. The FBI flew her from New Delhi to the United States, and on Thursday she was in the custody of the Tarrant County Sheriff’s Office at the Tarrant County Jail.

Arshdeep Singh and Cindy Rodriguez-Singh fled from Texas to India as Everman police investigated the disappearance of Cindy’s 6-year-old son Noel Rodriguez-Alvarez. Cindy was arrested this week by the FBI and booked into the Tarrant County Jail on Thursday, Aug. 21, on a capital murder charge. Noel is presumed dead, but investigators in Everman are still looking for his remains.

Authorities have declined to say in what city or under what circumstances the arrest occurred, and it is not clear whether Rodriguez-Singh will first appear in a U.S. district court on a flight to avoid prosecution case or in state district court in Tarrant County on the capital murder indictment. Prosecutors could seek the death penalty.

Judge Julie Lugo set bond in the capital murder case at $10 million.

Precisely what happened to Noel is the central question that persists. The Tarrant County District Attorney’s Office presumes that he is dead. His body has not been found.

Police in Everman, Texas, are searching for any leads to help them find the remains of 6-year-old Noel Rodriguez-Alvarez, who hasn’t been seen since the fall of 2022 and is presumed dead.

Beyond intentionally or knowingly causing Noel’s death, in what way do prosecutors theorize that Rodriguez-Singh killed her boy?

It is not clear whether law enforcement officers have attempted an in-custody interview.

Officers will try to question Rodriguez-Singh now that she is in Texas, Everman Police Department Assistant Chief James Thompson said on Thursday.

A state district judge has appointed defense attorneys Bob Gill and Eric Nickols to represent Rodriguez-Singh, who is 40.

Other questions that remain:

What is the status of Arshdeep Singh, Rodriguez-Singh’s husband? He is charged in U.S. district court with flight to avoid prosecution and fled with her to India, authorities have said.

And where are the couple’s other children?
