$25K reward offered for location of mom indicted on capital murder in Everman boy’s death
The Federal Bureau of Investigation is offering a $25,000 reward for information leading to the arrest and conviction of the mother of Noel Rodriguez-Alvarez, a missing Everman boy who is presumed dead, officials said.
Cindy Rodriguez-Singh has not been seen since March 22, 2023, when she boarded a plane for Turkey with a final destination of India along with her husband and six other children. Noel, who had serious disabilities, including a chronic lung disease, that required medical treatment and occasional oxygen treatment, was not with them, authorities said.
Rodriguez-Singh was indicted in October on capital murder in Noel’s death, even as the search continued for the child’s body.
Thus far, authorities have been unsuccessful in locating Rodriguez-Singh, 39, and her husband, Arshdeep Singh, and extraditing them to Texas. In addition to capital murder, Rodriguez-Singh has been indicted on two counts of injury to a child and one count of abandoning a child without intent to return.
She also faces a federal charge of unlawful flight to avoid prosecution, authorities said.
Chad Yarbrough, the special agent in charge of the FBI’s Dallas Field Office, declined to comment at a news conference Thursday on whether investigators believe Rodriguez-Singh is still in India, but said they are following up every tip they receive.
“I am confident that the combination of continued publicity, the significant reward now being offered in this investigation and the team of experienced investigators that have been assembled to address this issue are going to lead to the arrest of Cindy,” Yarbrough told reporters.
The search for Noel began March 20, 2023, when Texas Child Protective Services received an anonymous tip that the 6-year-old hadn’t been seen since fall 2022. Rodriguez-Singh told Everman police that Noel was with his father in Mexico, but that proved to be false, authorities said.
Everman police issued an Amber Alert for Noel on March 24, 2023. Two days before the alert was sent, Rodriguez-Singh and her husband and six other children boarded a plane at Dallas-Fort Worth International Airport and left the country. Their final destination was India, Arshdeep Singh’s home country.
Investigators initially hoped Noel was alive. They spoke with family members, including his father in Mexico, but none of them had seen the 6-year-old. They even followed up on a story that Noel’s mother had sold him to someone at Fiesta Mart, but it turned out to be a fabrication.
In April 2023, Everman police announced that the search for Noel had become a death investigation. Even though the child’s remains have not been found, evidence collected by investigators led them to conclude that Noel is likely dead, Police Chief Craig Spencer said at the time.
Spencer said at Thursday’s news conference that the investigation into the case has never stopped.
“We are truly unified with the common goal of seeking justice for Noel and sharing the message that there is no such thing as a throwaway child,” he said.
Rodriguez-Singh is believed to have ties to India and Mexico, Yarbrough said. She’s about 5-foot-1 to 5-foot-3 and weighs around 120 to 140 pounds. She has brown hair, brown eyes and tattoos on her back, both legs, right arm, right hand and right calf.
