Hurst business owner arrested on multiple fraud charges, Parker Co. sheriff says

The owner of a local utility construction company was arrested and charged with five third-degree felony counts following an investigation from the Parker County Sheriff’s Office, according to a May 20 news release.

Hurst authorities arrested Collin Scott Porter, owner of Stampede Utility Construction, on April 29, according to the Parker County Sheriff’s Office. Porter lists the company’s address as 2615 S. U.S. Highway 287 in Decatur, according to state records. Porter’s alleged fraudulent business practices targeted residential development in eastern Parker County, the sheriff’s office said in a statement.

Parker County officials obtained six warrants for Porter’s arrest in Oct. 2025, according to the sheriff’s office. Porter was charged with five felony counts of theft of service over $30,000 and one count of misapplication of a trust fund, which is a misdemeanor.

Porter first registered his business with the state in Jan. 2024, according to state records. Three individuals other than Porter are listed as members of Stampede Utility Construction, according to state records. A spokesperson for the sheriff’s office told the Star-Telegram officials do not have any indication that other business members are facing criminal charges.

The sheriff’s office said officials first heard of the case in 2025 when a “prominent” real estate developer told the sheriff’s investigators about “widespread non-payment issues.” The developer who tipped off the sheriff’s office said they paid Porter’s business to install major infrastructure, including water mains, drainage and sewer lines, according to the sheriff’s office. Sheriff’s investigators found Porter received more than $2.7 million in draw payments, but he allegedly took out more than $1.5 million for personal expenses and mixed funds across several unrelated contracts, according to the sheriff’s office.

Porter was booked in the Tarrant County Jail in late April, and his bond was set at $240,000. Porter posted bail on May 1 and was released, a spokesperson for the sheriff’s office said.
