Congress has changed the criteria for Purple Heart recipients to include service members killed or wounded in a terrorist attack inspired or motivated by al Qaeda or another U.S. State Department-designated foreign terrorist organization, in which the attacker was in communication with the terrorist group. The provision would be retroactiveto Sept. 11, 2001, and would require fresh reviews of the 2009 Fort Hood attack. The Pentagon categorized the attack as workplace violence, not an act of terror.
