Progreso coaches, school issued public reprimands and probation periods

The University Interscholastic League held a state executive committee meeting Monday with Progreso ISD regarding possible violations within its athletic programs.

The meeting resulted in public reprimands being issued to boys basketball head coach Raul Rivera, boys soccer head coach Damian Magallan, girls soccer head coach Eric Garcia, and former athletic director and boys cross country and track coach Ivan Gonzalez. Each also received two years of probation.

The UIL also added two years of probation to Progreso High School, which was already serving a two-year probation due to rule violations in 2025. The new ruling extends Progreso High School's probation to three years, in addition to the one year remaining from last year's ruling.

The meeting stemmed from a pair of student-athletes competing without a Previous Athletic Participation Form on file, with a third student-athlete also in question due to a clerical error that led to a misclassification in 2022.

The first student-athlete in question competed on Progreso's boys basketball team. The player transferred to Progreso with his father and boys basketball coach Raul Rivera.

The second student-athlete was a member of Progreso's girls soccer team. The student transferred from Florida in fall 2025 and never completed a PAPF.

The third student-athlete registered as a freshman at Progreso High School in 2022, but a clerical error led to the student being classified as a freshman despite having attended an IDEA school the previous year. The error allegedly occurred because the student transferred with only two credits, resulting in the misclassification.

The student-athlete competed throughout the boys cross country season under Gonzalez, helping Progreso capture the District 31-3A team championship. He also competed in four district soccer matches for the Red Ants before the clerical error was discovered, resulting in four forfeits and a five-game suspension for Magallan.

Progreso High School remains under a microscope heading into the 2026-27 school year, with the UIL stating that any further violations would likely result in more severe penalties due to back-to-back years facing punishment from the committee.
