Texas Legislature’s Ways and Means Committee to discuss property tax reform at hearing
Skyrocketing property taxes and the agencies that determine property values will have the attention of the Texas Ways and Means Committee at a hearing Thursday.
The goal of the hearing is to study and make recommendations for reforming the system.
The hearing comes after a particularly brutal appraisal season for homeowners, in which property values surged by more than 20% in some areas.
Testimony will focus on: the accuracy of appraised values; the effectiveness of appraisal districts; the methods of selecting chief appraisers, appraisal review boards and appraisal district directors; and evaluating existing protections for taxpayers and the ease of taxpayer participation in the appraisal process.
The hearing will also include discussion of the future of Chapter 313, the Texas Economic Development Act. The controversial program allows school districts to provide property tax breaks to companies that build new facilities in Texas.
The program is set to expire at the end of 2022.
