Occupation: Constable - Tarrant County Precinct 8

Education: He is a 1980 graduate of Lee Senior High School, and he attended Bishop College in Dallas, Texas. He graduated from the Dallas Police Academy in 1985 and the Fort Worth Police Academy in 1986. He holds a Master Peace Officer License and has served in law enforcement for the past 38 years.

Why are you running for Constable and how does your background prepare you for this office?

I am continuing to run for constable to serve the people in precinct 8 with integrity. In civil process community service and law enforcement. I truly enjoy being visible in my community to help with civil process service and treat the citizens with compassion and dignity when carrying out the JPA judges, county, state, and federal courts’ orders.

What do you think is the most important function of this office?

The most important function of the office is to execute civil process in a professional, diligent, and timely manner.

What changes, if any, will you make to improve the overall efficiency of this office?

I am going to continue to request expansion of my operating budget to hire additional officers to execute civil process in a more timely and efficient manner.

What specialized training, if any, will you propose for your deputies?

We always emphasize officer safety; therefore, I will provide de-escalation training for my deputies. I want the officers to know the laws and proper procedures of civil process and know how to effectively de-escalate issues and improve conflict resolution.

What are the challenges of the Constable role, and how will you handle them?

There are many challenges that the Constable role faces daily. The biggest challenge of the Constable role is limited resources. The Constable Office has a limited budget which impacts staffing, equipment, training and carrying out court orders. Therefore, I will establish a good working relationship with the County Commissioners and request additional funds each year to help the Constable Office to run more effectively and efficiently. I will request additional funds in the training budget to provide in-service training for the deputies. Other challenges are the high workload of civil process to execute court orders, safety risk to officers when encountering hostile individuals, and public misconceptions and lack public awareness about the role and responsibilities of the Constable. I will attend and speak at community meetings to build trust in the community and inform the community that we are Law Enforcement Officers, and we have a sworn duty to uphold the laws of the State of Texas. I will also explain the duties of the Constable Office and its benefits to the public.
