Fort Worth considers $140,000 settlement with 2 men injured in a 2023 police chase

The Fort Worth City Council will vote Tuesday on whether to approve a settlement with two men injured in a July 2023 police chase.

Luis and Manuel Arellano were injured when their 2002 Chevrolet pickup was hit by a car that collided with a police SUV that had run a red light at the intersection of Rosedale Street and Evans Avenue.

The police SUV was pursuing an allegedly stolen Dodge Challenger whose tires had been punctured by spike strips.

The driver of the first car, 57-year-old Andra Craig, was ejected from his vehicle and died as a result of the crash.

Craig’s father sued the city in February 2024, and the case is still pending, according to court documents.

The Charger came to a stop about a block past the intersection, and the driver and passenger were arrested shortly after being chased on foot.

The Arellanos originally sought damages between $200,000 and $1 million. They are settling with the city for $140,000, according to city documents.

The case sparked an effort by the Star-Telegram to seek more information about the Fort Worth Police Department’s vehicle chase policy.

The department and the city tried to keep the policy secret, however sections of the policy were revealed in a pair of lawsuits over police chases in 2018 and 2022.

The police department revealed parts of its chase policy in February 2024 but the disclosure left out the section about when a police chase is forbidden.

Representatives for the city acknowledged an email from the Star-Telegram requesting comment, but did not immediately respond.

The City Council will vote on the settlement at its 10 a.m. council meeting March. 25 at City Hall, 100 Fort Worth Trail.
