Deputy demands sex acts from women in patrol car and threatens arrest, Florida cops say

A deputy held multiple women against their will in his patrol car, threatening to take them to jail if they didn’t perform sex acts on him, Florida police said.

Now, 40-year-old Stephen Corbin faces an array of charges and has since resigned from his position, according to Daytona Beach police and the Volusia sheriff.

His attorney information is not available in Volusia County court records.

At around 2 a.m. May 13, Corbin was off-duty wearing plain clothes when he drove past a woman and told her to get in his marked cruiser, according to an arrest affidavit from the Daytona Beach Police Department.

She asked if she had to, and he said “Yes you have to,” police said in the affidavit. She got in “under duress” and he started driving around, she told authorities.

As he drove, Corbin told her to perform oral sex on him, which she refused to do, according to police.

“The victim stated the male then threatened her, asking for her to perform oral sex on him or he would take her to jail,” police wrote in the affidavit.

She said Corbin grabbed her and pulled her toward his lap, but she pulled away and asked to get out.

The woman was forced to expose herself to him in order to be let out, then she called 911, police said.

She told investigators she spoke with other women, some of whom were sex workers, and they told her the man frequented the area in his sheriff’s cruiser and paid women for sex acts, police said.

“The victim was touched against her will and believed that the male was acting in the authority of a Law Enforcement Officer,” police wrote in the affidavit. “ ... The victim stated she is scared because she believes this is a deputy and will harass her.”

A second woman reported a similar incident. She told police she had a “bad feeling” when she saw the deputy make a U-turn and start following her until he told her to get in his cruiser.

When she got in the car, Corbin asked her if she wanted to make money, but she told him she was not a sex worker, police said.

He tried to force her to touch him sexually, but she refused and asked to be let out of the car, according to police. Corbin told her he would take her to where she was staying, she said.

She tried to get out, and “she pulled the door handle but realized it was locked,” police said.

She said she wouldn’t report him if he just let her out, but Corbin said “No, I’m not done with you yet,” she told police.

He also threatened to take her to jail, police said.

When Daytona Beach police spoke with Corbin, he said he hadn’t been in that area, but detectives said they pulled surveillance footage that corroborated what the women told them.

Corbin was arrested May 15 and faces two counts each of battery, false imprisonment, bribery and solicitation to commit prostitution, records show.

Volusia Sheriff Mike Chitwood described his deputy’s conduct as “unacceptable” in a statement.

Corbin, who had been with the sheriff’s office for nine years, resigned before he could be fired, according to Chitwood.

“To say I’m disappointed in his behavior is an understatement,” Chitwood said. “His actions not only discredit his own name, but tarnish the Sheriff’s Office badge and the reputation of our entire organization.”

Corbin was arrested the same day the Volusia Sheriff’s Office announced the arrest of a corrections officer in the county. Corrections Officer Jonathan Harding was accused of sexual misconduct with an inmate and now faces five charges.

Daytona Beach is in Volusia County, about a 55-mile drive northeast from Orlando.
