The superintendent of the Kerrville school district has been named the finalist for the same job in the Northwest school district.

The school board selected Mark Foust in a 7-0 vote on Monday. Texas law requires school boards to name the finalist for superintendent at least 21 days before the hire is official. The board made its decision after three rounds of interviews, according to a statement from the district.

Foust will replace David Hicks, who died in September after being on the job for four months. The board said it used community feedback from its 2021 search in the latest process to find a leader.

Foust has been superintendent in Kerrville for six years. During that time, he started STEM programs, expanded career and technical education and helped to pass a bond. He spent the first 21 years of his career in the Fort Bend school district in the Houston suburbs. He began his career as an English teacher and coach in 1995.

“Northwest ISD is a destination school district in Texas — it is a highly sought-after place for families to raise their children, and a district where teachers and staff team with other incredibly talented people to serve all children in the community,” Foust said in a statement. “I look forward to Northwest ISD continuing to be a strong leader in preparing children for the next chapters of their lives and providing families with the best educational environment in the state.”

Board president Anne Davis-Simpson said Foust’s background matched the community’s feedback.

“Throughout the search process, Dr. Foust’s actions and background emphasized our district’s first core belief that kids come first,” she said in the statement. “He is a leader who understands the importance of developing every aspect of a student and respects the value a community brings to its schools.”

Northwest is the fastest growing school district in North Texas, adding 2,000 students per year. Its 234 square miles span the booming Fort Worth suburbs in Denton, Tarrant and Wise counties. Enrollment is expected to increase from 30,000 to 49,800 by 2031.
