The Fort Worth City Council wants to crack down on panhandlers.
Council members Gyna Bivens and Cary Moon were vocal about it Tuesday.
Having panhandling prohibited within 50 feet of vulnerable areas, like ATMs and parking meters, and stricter charitable solicitation provisions has merit, but making it illegal for people to give panhandlers money doesn’t make sense.
Not only would it be hard to enforce, much like panhandling, but the police resources could be put to better use somewhere else.
Moon said making it illegal to give could provide an excuse, a way for people to escape panhandlers. It might work, but most people wouldn’t want to get into a conversation with panhandlers to see if it does.
People usually don’t like being solicited, so most just decline or ignore the panhandler and move on.
We all want fewer panhandlers, but making giving them money illegal seems unnecessary.
