Mortgage rates fell as investors poured money into U.S. bonds. The 30-year fixed-rate mortgage dipped to 4.78 percent, Freddie Mac said. It is the lowest level since December, when it hit the record low of 4.71 percent. The 15-year loan averaged 4.21, the lowest in nearly two decades.
