Police: Sex offender was in compliance up until Arlington incident

ARLINGTON -- A registered sex offender who is accused of touching a 4-year-old boy in the groin at Vandergriff Park Wednesday afternoon had been in compliance with sex registration laws before the incident, police said Thursday morning.

Troy Lee Smith III, met all registration requirements and had passed two spot checks by detectives and patrol officers.

Officers received a call at about 6:45 p.m. Wednesday from the park at 2801 Matlock Road that a man had touched the boy and that when the child’s parents pushed the man away he had undressed in front of the family, police said.

When officers arrived, the man refused to comply with officers’ commands.

They subsequently stunned the naked man with a Taser, police said.

Smith was taken to John Peter Smith Hospital for a medical evaluation. He will then be transferred to the Arlington Jail.

Smith is facing charges of indecency with a child, possession of a controlled substance and traffic warrants.

Total bond had not been set Thursday. He is a registered sex offender out of Travis County, police said.
