FORT WORTH -- Mayor Mike Moncrief on Tuesday presented a copy of Fort Worth's 10-Year-Plan to End Homelessness to U.S. "homeless czar" Phillip Mangano at the Salvation Army in Fort Worth.
"There is nothing better than the aroma of a freshly-minted 10-year plan," Mangano joked.
The executive director of the U.S. Interagency Council on Homelessness attended the rally Tuesday to kick off the city's plan. Later today, he was expected to tour some of Tarrant County's homeless facilities.
During the rally, Moncrief announced that Wal-Mart was contributing $125,000 toward the city's effort.

"This is an exciting day," Moncrief said. "Where we find ourselves today has been a team effort."
