Should police officers accept free food at restaurants?

Fort Worth police officers who frequent some downtown businesses are given free food and coffee. When some officers try to pay, they are told to put away their billfold.

That may be fine with the business owners, but the Police Department’s General Orders on ethical conduct states: "Employees of the Department shall not solicit, seek or accept free or otherwise discounted food, drink, goods or services from any merchant or business establishment during the employee’s performance of duty or by reason of them being employees of the Fort Worth Police Department."
