Man accused of headbutting officer was not a Webb County deputy constable, LPD says
The Laredo Police Department clarified that a man arrested after allegedly headbutting an LPD officer during a disturbance was not employed by the Webb County Precinct 2 Constable's Office, despite information initially released by police.
Jay Deon Rios, 28, was initially identified by police as "a deputy constable employed by the Webb County Precinct 2 Constable's Office" following his arrest Sunday night.
In a clarification issued Monday afternoon, police said Rios was sponsored by the Precinct 2 Constable's Office to attend a regional police academy but "is not licensed or employed by the agency."
The Webb County Precinct 2 Constable's Office also issued a statement, noting that Rios "is not employed by or serving in any capacity" with the office.
"The Webb County Constable Precinct 2 Office remains committed to the highest standards of integrity, professionalism, accountability and public service," the statement read. "We are dedicated to serving the citizens of Webb County with honor, respect and transparency."
According to police, officers responded at about 10:32 p.m. Sunday to a disturbance in the 3700 block of Celita Loop, where they encountered a man who was allegedly intoxicated and uncooperative.
The man, later identified as Rios, allegedly headbutted an officer who was attempting to detain him.
During the investigation, officers learned Rios was in possession of a handgun, police said.
Jail records show Rios was booked into Webb County Jail and charged with assault on a peace officer, a third-degree felony, and unlawful carrying of a weapon, a Class A misdemeanor. He remained in custody as of Monday afternoon and was also cited for disorderly conduct.
