Payments by FWISD

I see that the Fort Worth school district is now going to pay the students for work never authorized in a program that the Rev. Kyev Tatum specifically was told not to implement.
Must be nice to have so much extra money that you will authorize payment for someone you never authorized to do any work.
Do the school trustees also do the same thing as individuals? Someone unauthorized shows up, does some type of work, and then demands to be paid. And you pay it?
This also raises another concern: What about the lack of security at these facilities?
A bunch of teenagers show up, waltz into the school facility, go into various areas and grab work tools, and nobody questions them, nobody calls their supervisor, nobody does anything about these groups of teenagers wandering around FWISD property?
