Jim Witt obviously knows very little about the international sport of football, known in America as soccer.
There are no rules, just laws, 17 of them.
One law is that both halves of the game will be of equal time.
This means the center official has to determine how much time will be made up (added) for injuries, substitutions and infractions of the law, usually unsportsmanlike conduct.
Like any sport, card or board game, soccer must be understood before seeing the beauty in its play.
Ignorance is no excuse to spoil what billions find the greatest sport on earth.
