Carroll amends budget to match state

Carroll leaders had to amend the district budget so that would reflect the state’s revenue projections.
The Board of Trustees adjusted the 2012-2013 Fiscal Year budget’s calculations of state revenue at a special meeting Jan. 28 so that they would match projection from the Texas Education Agency (TEA).
Robb Welch, Carroll assistant superintendent for financial services, told the Board the amendment changes the district’s budget to reflect the amount of revenue the state agency had projected as of Aug. 31.
The change means a projected decrease from $3,647,601 in state funding to $1,191,900 for the fiscal year. The new number is closer to the actual paid number than projections, he said.
“Our projections take into account final numbers, those won't be effected until TEA receives our final audit,” Welch told the board. “It's a matter of timing, but the funds shall come through.”
The district sent the audit to the state on Jan. 28 following the meeting.
Welch said he expects the district to get the remaining funding in the 2013-2014 fiscal year.
“We know what we should have earned, and what we should have gotten paid for,” he said. “We also realize that TEA doesn't have all that information yet.”
In the past, the district has submitted its own projections, but the TEA has clarified how it wants the information.
Board President Read Ballew and other trustees asked for a footnote to be placed in the amendment explaining the change.
“I just want it to be clearly spelled out,” he said. “This isn’t a financial issue, this is a paperwork issue.”
