Not unless the terrorists were micro-chipped with tracking devices before being released in Qatar. Otherwise, Obama violated the “we don’t negotiate with terrorists” dictum, went back on his own promise not to utilize signing statements and gave zero indication to Congress in the days leading to the exchange that this was a possibility.
