Mayor Mike Moncrief and other incumbents on the Fort Worth City Council coasted to re-election Saturday. In District 3 on the council, no candidate received more than 50 percent of the vote, so a runoff will be held to determine who will replace the late Chuck Silcox. Eric Fox and W.B.
