1. The budget: Money is tight despite a surplus.
2. Transportation: Everything from creating a fund for commuter rail through North Texas to reorganizing the Department of Transportation will be considered.
3. Insurance: Lawmakers will try to revamp windstorm insurance and reduce auto and home insurance rates.
4. Guns: Texas already has "concealed carry"; now gun advocates want "open carry" so they can legally carry handguns in the open.
5. Smoking: There are calls for a statewide ban in workplaces, bars and restaurants.
6. Department of Public Safety: The agency that oversees the state police is in line for a major restructuring.
