Power failure turns cities dark

BRAZIL — A power failure blacked out Brazil’s two largest cities and other parts of Latin America’s biggest nation Tuesday night, leaving millions in the dark after a huge hydroelectric dam went off line. Paraguay was also affected when the Itaipu dam straddling the two nations’ border stopped producing 17,000 megawatts of power.

Blockade imposed on Yemen coast

SAUDI ARABIA — Saudi Arabia imposed a naval blockade on the Red Sea coast of northern Yemen to stem the flow of weapons and fighters to Shiite rebels along its border, a Saudi government adviser and media reports said Tuesday. Iran, the dominant Shiite power in the Middle East, warned neighboring countries not to interfere in Yemen’s internal affairs.

AA meeting targeted by gunmen

MEXICO — Gunmen burst into an Alcoholics Anonymous meeting and opened fire in a violence-plagued Mexican border state, killing one person and wounding four, authorities said Tuesday. Investigators have not determined a motive for the shootings late Monday in Chihuahua City.
