Why doesn’t Texas have a law that requires the proper infrastructure (such as technology to capture gas and pipelines to move it) to be in place before drilling?

Why doesn’t Texas have a law that requires only cautious investment in new procedures (such as fracking that results in earthquakes) until they are proven to be safe?

Don’t our elected officials share our citizens’ concerns?

Oh, silly me! Of course not. Their primary concerns are staying in office and then moving on to join lobbying firms. And we all know that Texas has always been run by the oil and gas industry.
