I support any measure that might protect the next innocent victim from being T-boned by a red-light runner.

A red-light camera is documentation of a possible violation.

Is there a moral justification to pick up a stack of $100 bills when the bank teller turns his or her back for a minute, simply because there is no camera?

Are you less likely to pick up that stack of money when you know there are cameras?

Probably.
