Quarterback Tony Romo threw passes during workouts on Tuesday, Dallas Cowboys coach Jason Garrett confirmed.

Romo underwent back surgery Dec. 27 to repair a herniated disk, missing the final game of the regular season. The Cowboys have said all along Romo was ahead in his rehabilitation.

Romo and the Cowboys worked out for 45 minutes at Valley Ranch.

“We’re really just working day by day through his rehab. He’s done an excellent job with his rehab. The procedure went well. He’s making progress every day. He’s built up from not being able to do much to walking around, to doing cardio to being out on the field,” Garrett said. “We had our first on-the-field session today. We’re in phase two of our off-season program, our teaching session. He threw the ball. He dropped back.”

Garrett and the rest of the Cowboys front office hosted a pre-draft news conference on Tuesday.

Romo missed much of the 2013 off-season program after having a cyst removed from his back in April.

Despite two back surgeries and turning 34 last month, the Cowboys are still building their title hopes around Romo.

“Like with any injured player, we’re going to take that process very slowly. We’re going to cross each of the bridges we need to cross before we go any further,” Garrett said. “He’s certainly on target. He responded well to this and has made a lot of progress.”

Backup Kyle Orton’s status is in doubt as he has not shown up yet for the off-season program. The Cowboys signed Brandon Weeden, the No. 22 overall pick of the Cleveland Browns two years ago, in the off-season, but he turns 31 this season.

“We expect Kyle to be here at some point in the off-season,” Garrett said. “I’m disappointed that he has not been involved in the off-season program.”

The Cowboys will hold organized team activities May 27-29, June 2, June 4-5 and June 9-12. The team’s mandatory minicamp is June 17-19.

The NFL Draft is Thursday through Saturday.

According to owner Jerry Jones, shopping for a quarterback is not the team’s top priority in the draft.

“From my perspective, it won’t be a factor in how we draft, what Kyle does one way or the other,” Jones said. “I will go into it (draft) as though he’s going to be here. If we did draft a quarterback, that would not be the primary factor.”
