I can't help wondering whether Arlington's 10 a.m.-to-6 p.m. water restriction does more to add to the West Nile virus cases. If you water before 10 a.m., the mosquitoes are out in force, and the elderly get up earlier to water. If you water after 6 p.m., the mosquitoes are out, and it's a vicious cycle.

Since no one is certain why the outbreak was so bad, the city might want to think about this restriction.
