Dallas Cowboys linebacker Anthony Spencer made his franchise tag a formality Tuesday, hours before free agency began, signing on the dotted line.

It assures Spencer a guaranteed $10.63 million for 2013, though the sides would work out a long-term deal to lower his cap number.

The Cowboys placed the tag on Spencer on March 4, the second consecutive year he has been franchised. Spencer played last season under an $8.856 million tender.

Spencer, a first-round pick 2007, made his first Pro Bowl in 2012 when he led the team in tackles with 106 while making a career-high 11 sacks. He also had eight tackles for loss, 26 quarterback pressures and two forced fumbles.

He will move to defensive end in Monte Kiffin's Tampa Two scheme.
