About 17 years ago, my family enrolled our baby in the new Texas Tomorrow tuition fund.

We enrolled because the fund advertised that one could use the money for in-state or out-of-state tuition.

Now, when we want to send our daughter to college in the fall, we must pay a $25 fee for each semester she attends an out-of-state school. So we must pay a fee each time we use our money because she wants to attend college in a different state.

This is the age of electronic fund transfers. What makes it so hard to transfer money in Texas vs. out of Texas?
