The answer is right before our eyes. I suggest the following:

To possess a firearm, you must be 18 or older and complete a firearms safety course.

Firearms must be titled and registered each year. If the weapon is transferred to another person, the title must be transferred.

Firearms must be inspected yearly for safety.

Firearms owners must carry insurance in case of misuse or accidents.

The government may pass laws governing how firearms are constructed and restricting firing while intoxicated or otherwise impaired.

Will it work? Of course it will, as it has eliminated the injuries and deaths by automobiles, has it not?
