Ex-DPS examiner gets probation for Texas driver's license scam

A former Texas Department of Public Safety license examiner and her accomplice have been sentenced to two years probation for operating a scam that got Texas driver's licenses for illegal immigrants.

U.S. District Judge Terry Means sentenced Damaris Moreno-Harter, 38, of North Richland Hills on Monday in a Fort Worth federal courtroom.

Moreno-Harter, who had worked at the Hurst DPS station, also was ordered to attend mental health treatment services as part of her probation.

Means also sentenced Doris Ann Phillips, 43, of Irving, to probation and required her to attend a drug addiction program.

Phillips and Moreno-Harter had faced a maximum of 15 years in federal prison.

The two had plead guilty to charges of conspiracy to unlawfully produce and transfer identification documents.

Federal agents said the women charged $2,000 to $4,000 for each license and began the operation in early 2011.

Phillips helped the immigrants obtain fake documents such as birth certificates and marriage licenses. Then she escorted them to the Hurst office and to the counter where Moreno-Harter had worked.

Authorities closed down the operation on March 10, 2011, according to federal court records.

Federal charges were filed against the women because the crime affected interstate and foreign commerce.
