Before members of Congress consider legislation implementing the National Rifle Association's guns-in-schools proposal, I hope they will consider the consequences.

If every school district in America were burdened with the cost of hiring armed guards, would those who commit violence desist or would they target other venues such as theaters, churches and shopping malls?

Would America be a better or safer society if every space where people assemble were an armed fortress? Would those who were armed always act responsibly? Is Beirut an appropriate model for civil society?

There is no perfect solution to the risk of violence. However, reasonable restrictions on access to automatic weapons would be far more effective than what the NRA has proposed.
