True, there is a provision that all must purchase insurance or pay a fine. But later sections prohibit any criminal or civil penalties for not paying the fine. If you don't buy health insurance, and don't pay the fine, absolutely nothing will happen to you as a result. The worst thing that can happen is the IRS will withhold the amount of the penalty from your refund.
