Fort Worth assistant city manager leaves

FORT WORTH -- Assistant City Manager Karen Montgomery is leaving the city administration after resigning Friday.

Interim City Manager Tom Higgins announced the resignation Tuesday but offered little comment about her departure.

Montgomery had been with the city since August 2006 and could not be reached for comment.

"We accepted Karen Montgomery's resignation," Higgins said in a statement. "We recognize her many contributions during her time with Fort Worth. She is a talented professional and we wish her all the best in her future endeavors."

Montgomery came under scrutiny this summer when the Star-Telegr am reported that some city employees received raises while the rest of the city's workers not in civil service jobs went without pay increases last year.

In an April 20 e-mail exchange with Montgomery, Assistant Human Resources Director Richard Hodapp reminded her that waivers were required for some of the raises.

Montgomery told Hodapp that a previous letter from another official should be used as the written waiver request.

"At this time, I was more concerned about keeping my job than trying to rebut her," Hodapp said. "She simply did not want to listen. She just wanted me to do what she wanted."

On raises for Enterprise Resource Planning employees, he wrote, "Now without any ACM [assistant city manager] oversight or approval Karen has forced through a huge salary increase for two of the ERP Team members."

City officials declined to say whether the raises or any other issue led to her resignation.

Rather than replace her, Higgins said, several city departments will be reassigned to other assistant city managers.

Higgins said IT solutions will be assigned to Assistant City Manager Susan Alanis; Housing and Economic Development to Assistant City Manager Fernando Costa; equipment services to Assistant City Manager Charles Daniel; and Budget and Finance to Higgins.
